If you're looking for an older law (pre-1990), here's a few resources in print that might help you out.
Congressional Index Service or CIS Index: Print Index for legislative histories from 1971 to 2000 compiled by the Congressional Research Service. This is best used for legislation proffered in the 1970s and 1980s. It captures many reports that the other services do not seem to pick up.

Sources of Compiled Legislative History: available thru HeinOnline. Browse by Congress number or alphabetical list of public laws. Based on a print source by Nancy P. Johnson, this is a great resource for finding older compiled legislative histories.
United States Code Congressional and Administrative News (USCCAN): Coverage 1944 to present. USCCAN publishes the full text of most public laws, lists the reports associated with bills, lists the dates of debate, and reprints portions of the most significant reports. Also available on Westlaw. Available in the Law Library, Second Floor, Range 213.
